You open your dashboard and see it: your account is under review, payouts are paused, or it has been closed outright. For many businesses, especially in high-risk industries, a shutdown by Stripe, PayPal or Square means weeks or months without access to money you have already earned.
This guide explains why these platforms close accounts, how long they can hold your funds under their current terms, and a step-by-step plan to protect your money and keep taking payments. Every policy quoted below comes from each company’s own terms, checked in October 2026.
Quick Answers
- How long can Stripe hold my money? Stripe’s Unacceptable Risk Policy says it “will typically restrict or pause payouts … for 120 days,” then reviews whether to release, keep holding or cancel the remaining balance.
- How long can PayPal hold my money? Up to 180 days under PayPal’s User Agreement, and longer if a court order or regulation requires it.
- How long can Square hold my money? Square’s terms set no fixed period. It can hold a reserve “in an amount as reasonably determined by us.” Many sellers report holds of 90 days or more.
- Can I appeal? Sometimes. Stripe and Square allow appeals in certain cases through the dashboard. PayPal handles limitations through its Resolution Center.
- What should I do first? Export your data, read the notice carefully, answer any information request quickly, and start a backup merchant account application right away.

Why Payment Platforms Close Accounts
Stripe, PayPal and Square are payment facilitators. Instead of underwriting each business fully before approval, they board you quickly under their own master merchant account and monitor your activity afterward. As Stripe’s own guide explains, a payment facilitator must “monitor sub-merchant activity on an ongoing basis” and maintain reserves on its sub-merchants. Fast signup is the upside. The downside is that much of the risk review happens after you start processing, which is when shutdowns happen.
The most common triggers:
- Restricted or prohibited products. Each platform publishes a list. Stripe’s list prohibits categories such as gambling, marijuana and adult content, and restricts others such as tobacco and cryptocurrency. Licensed sportsbooks need a specialist processor instead, and our guide on how to be a bookie explains the licensing that comes first. PayPal’s Acceptable Use Policy bans items such as cigarettes, drug paraphernalia, firearms and certain credit repair and debt settlement services, and requires pre-approval for categories like gambling, telemedicine, online dating and e-cigarettes. Licensed betting operators usually do better with a dedicated sports betting and gaming merchant account. Square’s Payment Terms list 31 prohibited categories, including credit repair, subscription offers and telemarketing.
- Chargebacks and fraud. Visa’s monitoring program now flags card-not-present merchants at a combined fraud and dispute ratio of 1.5% (with at least 1,500 fraud and dispute reports a month) in the US, down from 2.2% before April 1, 2026 (Visa VAMP fact sheet). Platforms often act well before you reach network thresholds. Note that winning a dispute does not remove it from your count.
- Sudden changes. A big jump in volume, average ticket size or refunds, or a new product line, can trigger a review.
- Information mismatches. A business description, website or descriptor that does not match what you actually sell.
How Long Each Platform Can Hold Your Funds
| Platform | What the terms say | Appeal route |
|---|---|---|
| Stripe | Will “typically restrict or pause payouts … for 120 days” from the first email, then may release, keep holding or cancel the remaining balance (Unacceptable Risk Policy). Reserves are released only when Stripe is “satisfied that the relevant risk exposure has been mitigated.” | Appeal “in certain circumstances” through the Dashboard, with a possible second appeal |
| PayPal | Can hold balances “for up to 180 days if reasonably needed to protect against the risk of liability,” and longer under court orders or regulations. Can add a reserve “at any time” (User Agreement). | Resolution Center or the instructions in the notice email |
| Square | “May require a Reserve for any reason,” in an amount it reasonably determines, and may hold funds if an investigation is pending when the account closes. No fixed time limit in the terms (Payment Terms). | Eligible sellers can appeal a deactivation; reviews typically take about 48 hours |
Why so long? Customers can usually dispute card payments for months after a purchase. Platforms hold funds to cover chargebacks and refunds that may still arrive after your account closes.
What to Do Next: A 7-Step Plan
1. Read the notice carefully
Note whether your account is under review, restricted or closed, what reason category is given, and any deadlines. Stripe’s notices include the category of reason, the action taken and whether you can appeal.
2. Export your data immediately
Download transaction history, customer lists, payout reports, dispute records and invoices. Square’s terms say it “may (but have no obligation to) delete your information and account data,” so do not wait. You will need these records to fight chargebacks and to apply for a new account.
3. Respond fast and completely
If the platform asks for documents (invoices, supplier receipts, proof of delivery, licenses), send everything at once, clearly labeled. Incomplete answers usually lead to closure.
4. Appeal if you can
Explain what you sell, why it fits their rules (or how you have changed to fit them), and back it up with evidence. Keep it factual. If the closure is for a prohibited category, an appeal rarely succeeds, so move straight to the next step.
5. Move your card data if you have subscriptions
If you bill customers on a recurring basis, you may be able to take your stored card data with you. Stripe’s terms let you request, within 30 days and in writing, that card data be moved to another PCI DSS Level 1 processor when the agreement ends for reasons other than your breach.
6. Keep fighting chargebacks
Disputes still count against you after closure, and lost disputes come out of held funds. Respond to every dispute with evidence. Our guide on chargebacks and VAMP rules explains how.
7. Apply for a backup account now
Do not wait for the hold to end. Start a merchant account application while you still have recent processing statements to show. Be upfront about the closure: underwriters will ask, and honesty helps.
Tip
Ask whether your business was reported to Mastercard’s MATCH database. A MATCH listing lasts five years and changes which processors will approve you. Our guide on the MATCH list and how to get off it explains what to do.
Your Options for Taking Payments Again
- A dedicated merchant account. You get your own merchant ID, and the processor underwrites your business fully before approval. That takes longer than a payment facilitator signup, but the risk is assessed upfront instead of after you start selling.
- A high-risk merchant account. If your industry is on a platform’s restricted list, such as CBD, nutraceuticals, vape, adult, firearms or credit repair, a high-risk processor that approves your category is the stable long-term option. Expect higher rates and possibly a rolling reserve.
- ACH and bank payments. For invoices and recurring billing, ACH processing can reduce your reliance on cards while you rebuild.
- More than one processor. Many high-risk merchants keep a second account so one shutdown never stops all sales.
Our guide on choosing a high-risk merchant account provider covers fees, reserves and the questions to ask before you sign.
How to Avoid Another Shutdown
- Describe your business accurately on your application, including every product line.
- Tell your processor before launching new products or expecting a big jump in volume.
- Keep chargebacks well below 1% with clear billing descriptors, fast refunds, delivery tracking and easy cancellation.
- Keep your website policies (refunds, shipping, terms, contact info) visible and current.
- Use fraud tools such as 3-D Secure, address verification and velocity limits.
- Read the platform’s restricted list before you start, not after you are flagged.
FAQs
Can Stripe, PayPal or Square close my account without warning?
Yes. Each platform’s terms allow it to close or suspend accounts at any time. Stripe says it will notify you “in accordance with Law,” PayPal “upon notice to you,” and Square “at any time for any reason.”
Will I get my money back?
Usually, minus any refunds, chargebacks or fees that arise during the hold. However, terms let platforms keep funds to cover losses, and Stripe’s policy allows it to cancel the payout of a remaining balance in some cases, for example where funds are tied to a violation.
Can I sue or join a class action?
All three use individual arbitration agreements with class action waivers. PayPal and Square let new users opt out within 30 days of signing up, but most merchants never do. In one 2022 case, Evans v. PayPal, claims over frozen funds were sent to individual arbitration. Talk to an attorney about your specific situation.
Can I file a CFPB complaint?
The CFPB complaint system is built for consumer financial products, and companies only respond to complaints from consumers or their representatives. Business accounts are generally not covered, so it is not a reliable route for merchants.
Should I just open a new account with the same platform?
No. Platforms link accounts by owner, tax ID, bank account and device, and opening a new account to get around a closure usually breaks their terms and leads to another shutdown, sometimes with longer holds.
Get Back to Taking Payments
A closed account is stressful, but it is often the push a growing business needs to move to a processor that actually underwrites its industry. Motile works with acquirers that approve high-risk and recently terminated merchants. Tell us what happened and we will match you with options that fit your business.
